Welcome to CUAD (Citizens United Against Decay) of Stockton
“Action not Apathy“
We are a volunteer citizen organization based in Stockton CA. We meet once a month at the Spanos Bldg in Trinity Parkway to consider, debate and formulate action strategies to diminish the blight and crime in our city. Our members are representative of all sectors of the city and are made up of primarily business men and women and property owners. Currently our membership represents in excess of 600 businesses and over a 1000 property units in the City of Stockton.

CUAD was established 2022. Our organization was spawned by the considerable frustration that members of the Stockton Business community were feeling post pandemic. Crime, blight and homelessness are plaguing businesses and as such, members of each of the 8 business watch districts in the city of Stockton agreed to join forces due to the commonality of the problems each business watch area is currently enduring.
CUAD chose to address as its first issue the overwhelming number of shopping carts that are blighting our city. See our “shopping cart ordinance” page for a history of our efforts. Concurrently, CUAD was discussing the need for more police officers as the 120 that had been promised through measure A over 10 years ago had not materialized at the time of CUAD’s inception. See our “policing” page for further information regarding CUAD’s efforts with this particular issue.
CUAD is currently addressing issues related to homelessness, blight caused by indiscriminate garbage dumping throughout the city, Measure A accountability, code enforcement and others. Our motto is “Action not Apathy“. We collectively realize that there is considerable citizen frustration in our city and we are joining forces to take action and not simply complain.
